DEPARTMENT OVERVIEW
The Aquifer Protection Agency is charged with the adoption and administration of regulations for the protection of the Town’s groundwater resources. Because Plainville draws on its large underground reserves of drinking water, also known as aquifers, it is of paramount importance to both residents and businesses that these reserves are protected. In order to do so, the Aquifer Protection Agency, through their regulations, prohibit certain uses of the land where they may be likely to affect groundwater quality.
Under this program, which was mandated by the State of Connecticut in 2007, uses that may not otherwise be allowed, but were in existence prior to the adoption of the Aquifer Protection Regulations, may continue to exist if they conform to certain best management practices and register with Agency.

REGULATIONS AND MAPPING
The Plainville Aquifer Protection Area Regulations were adopted on October 14, 2008. You may access the regulations by clicking on the link below. Please direct any questions the Department of Planning and Economic Development at 860.793.0221 ext. 210.
Plainville's Aquifer Protection Areas are officially delineated on the Town's Zoning Map. You may click on the link below to review the areas that have been adopted, and that are awaiting adoption.

Click the link below to download form APA-001 to determine if the land use you are conducting, or propose to conduct is regulated. If so, you are required to register the existing use or receive a permit for any proposed use that has already been legally registered in accordance with the regulations.
If the use of the land predates the adoption of the regulations, or the approved mapping for your specific area, whichever is later, you may be eligible to register the use. Please review these instructions carefully.
If your facility is eligible for registration, you may use the form below to register with the Agency.
If your facility/use has obtained a valid registration from the Agency, and you wish to expand, change or otherwise modify the legally registered use, you are eligible to apply for a permit to do so. Please review the permit instructions below carefully.
Use the form below to request a permit to change or expand a legally registered use.
You may use the form below as a template for the development of a materials management plan for a new registration where the Agency determines such plan may be prepared by other than a licensed professional engineer (PE) or licensed environmental professional (LEP). The Material Management Plan is required for registration and permitting and must be kept on the premises at all times.
All applications for permits must include, on the form provided by the Agency, a completed Environmental Compliance Information Form. The necessary form and instructions are found below:
